Chelsea,how about phenomenal character actor Doug Hutchinson in his portrayal of the near-immortal,liver-eating psychopath Eugene Tooms on "The X-Files" in its heyday? By far one of the creepiest TV characters ever!

Teddy 'T-Bag' Bagwell from the show Prison Break is definitely one of my all time favorite villains from any tv show. How can you resist that southern charm?...I guess you can't resist it until you learn that he's a smooth-talking, rapist, racist, pedophile, murderer, kidnapper, compulsive liar, and whatever else you want to peg him as. Charming but OH SO creepy.
