Nora and Kitty have a complicated relationship, but for the Walker clan that is nothing new. Their contrary political beliefs and Kitty's support for her brother Justin going to war caused a huge falling out in the beginning of the show. With the sudden knowledge of William Walker's betrayal to his family - having an illegitimate child and embezzling money - they all had to pick themselves up again and find comfort in one another. Although Kitty and Nora have their differences, it usually stems from a deep abiding love and respect they have for one another, so despite disagreeing in major ways, they will always be incredibly close. When Nora was given a chance to move away, she could not stand to leave her children, especially not Kitty.
