The Terminator star insists he's not ready to give pot users and sellers a pass to get high, but he accepts the time is right for an official debate on the drug issue - because it could aid the state's financial crisis.

Schwarzenegger says, "I think all those ideas of creating extra revenues, I'm always for an open debate on it. I think we ought to study very carefully what other countries are doing that have legalized marijuana and other drugs; what effect did it have on those countries?"

California legislators legalized the drug for medical use in 1996.
