Julia Roberts' teen actress niece Emma Roberts hasn't been allowed behind the wheel since her first driver's test - because she's failed her follow-up exams so many times.

Roberts, who turns 18 next month, applied for her permit after turning 15, but is not legally allowed to drive because she still breaks too many rules of the road.

She says, "I don't (have my license). I failed my driving test and then my permit expired. And then I failed my permit test when I retook it. I didn't know you had to stop before going right on red, so I just swung around the corner... then I made some bad joke about not needing the defroster in California. I went back to the DMV (Department of Motor Vehicles) after five minutes."
