Billy Bob Thornton is at the center of a bizarre new police report, filed by his former sister-in-law. Elysabeth Cherniak claims the actor has bugged her home and regularly sends her insulting emails.

According to a Los Angeles Police Department report she filed, Thornton has been harassing Cherniak - the sister of the actor's fourth wife Pietra - for almost two years.

Law enforcement sources tell TMZ.com they are waiting for Cherniak to bring in copies of the emails and other evidence so they can continue their investigation. Thornton was married to Pietra Cherniak from 1993 to 1997, and the couple had two children.

A spokesman for the actor says, "Billy doesn't use e-mail and never has. Anyone who knows him would know that."

The representative also states the accuser has "a history of making these very same false accusations in the past."
