The second half of a two-parter that began with the show's fourth-season opener, this episode continues the gang's adventures on the left coast, finding Kramer oblivious to the fact that he is wanted by the Los Angeles Police Department for suspicion that he is the infamous "Smog Strangler," and Jerry and George attempting to clear his name with the authorities. While riding in the back of a police cruiser, Jerry and George end up discussing tipping etiquette with a recently arrested perpetrator.
